Belnder failed

Hello everybody! Sorry for the question, I'm a beginner in Blender. Yesterday I installed Blender on a notebook with more than ten years of use. It worked fine. Today I went to install it on my main PC, I3 sixth generation and 12 gb of RAM memory, and it failed. I've reinstalled it several times and the same problem persists. Follow image below. the menus do not appear and it seems to be misconfigured in resolution. Thanks for everyone's attention.
