Append & link pre and post handlers

Pretty self-explanatory. I would greatly benefit from having this handlers for my add-ons.

Ideally handler would also be able to access information from the .blend file you're appending from, but that's probably technically impossible.

Still, just plain pre and post handlers for appending and linking would be good.
