Add Stroke/Fill/Both Toggle to Fill Tool

In 5.1, materials were altered to let you choose between drawing a stroke, fill, or both when using the Draw and Primitive tools.

The fill tool should also have this option, since as of right now (unless I'm missing something), fills automatically use both the stroke and fill. The only way to, for example, only use the material's fill, is to go into edit mode after the fact to change the stroke type.
