Make extensions easily available for download for offline addition.
Hoping that the extensions (which used to be included in older versions of Blender) could be made easily available for download so that users can then add them to Blender off-line.
And if these extensions could be available without needing to log in or use multi-factor authentication since extensions don't seem to pose a data security risk for Blender devs or users.

Its already like that.
If what you want is all the add-ons that were included before Extensions (Blender 4.1), you can download the bundle here: developer.blender.org/docs/release_notes/4.2/
