User Interface Consistancy: another brick in the wall: APPLY dialog | tldr: use more ghosting

The Blender UI is rife with inconsistencies and 'gotchas' - here's another:

If NOTHING is selected, using the APPLY TRANSFORMATIONS hotkey (CTRL+A) results in the usual dialog, just like you'd see if something were selected. Nothing will occur if you make a selection, because nothing is selected.

Yet in other parts of Blender, if a choice is inappropriate/impossible, nothing shows up at all . To be consistent, if nothing is Selected, the APPLY dialog should not appear at all. For consistency.

However, that approach is stupid , and confusing to users. A better approach is to have a consistent UI that 'ghosts' inappropriate/impossible options, so the user remains oriented to the UI, but is cued to understand that something is wrong. They don't get NO dialog, they get a dialog with the options ghosted, so they know they're doing the right thing (ie, CTRL+A) but that something isn't quite right.

(A similar thing applies to the MERGE VERTICES dialog: if verts are chosen incorrectly, ie no active element, the First/Last options shouldn't be >>GONE<<, they should be ghosted.)

I didn't understood "ghosted" meant "greyed you" until the last line 😮
