Consolidate all import options into a single Import command

Importing files is presently a slowish process because I always have to find my desired file type on the Import submenu. It would be very nice to have a single Import command, which simply opens a file dialog where I can choose any importable file. This will make the process simpler and also make it possible to map a keystroke to the Import command.

When a file is highlighted in the new import dialog, the relevant import options could then appear in the dialog's sidebar.

This dialog could include a filter option for those (rare) occasions when the user needs to see files of a single type.

It would also need a way to handle file types that have multiple importers. For example, I have both import .svg, and .svg as grease pencil enabled. I guess at the top of the import options there could be a dropdown/Enum where you can change to a different importer? Preferably, blender would remember the importer you used last for a certain file type and default to it
