Allow Scrolling (With Middle Click) in Tools Menu

Having to hover over the down arrow to reach a tool located at the bottom of the menu can really break your flow. Especially when using a pen and tablet, it can get really awkward.

It would be nice to be able to scroll through the tools menu, just like you can in other blender menus and viewports.
