Options to keep the operator panel visible at all times.

Add a global preference to make the last operator panel will stay there until another operation happens and replaces it with a new operator panel.

Add a new editor called "last 3d operation" that duplicates whatever is in the last operator panel and you can place this editor anywhere in the Blender UI just like the other editors.

Add a section to the N-sidebar that duplicates whatever is in the last operator panel. Some people would prefer for the last operator to be on the right side of the screen and this is one way of satisfying them.

Hmm.. what about Pin (RMB context menu)?

The thing is, basically everything you do is an operator. De-selecting is an operator. So, as is, your proposal effectively changes nothing.

To implement maybe it would require subgroups of operators - "real operators"? If it is possible, could also allow to remove all selecting operators from undo history (as option in preferences - undo with UI and "real" undo without it). I like the idea behind operator panel in N-sidebar with last command.

but then, who decides what is a "real" operator and what isn't?
