Constraint to consider real transformation not delta

So, when I try to constraint one object to another with "copy transforms" or "copy location" in local space (which it's what I need), the child object jumps to another area due to the delta transformation of the parent object. Unfortunately I may not get rid of the delta transforms, because that would make the parent object's origin point to go to the center of the world -- and that's an annoying thing of Blender, in other softwares the origin point remains in the same spot after applying the position, it only zero it out -- causing the child object to go to double the xyz location where the parent is. The ideal thing, if applying origin point remains the same, is that constraints ignores delta transformations or they only consider the "real transformation" and not the "delta".
