Grease Pencil Fixed Key frames

Once you've used "fixed onion skin" you really miss it. The following example here is an elegant solution for turning on and off "onion skinning" and "fixed Onion skin". It's an everyday kinda thing when it comes to a slower-moving performance in animation that requires more control.

1. implement similar to markers and camera binding in the timeline.
2. Layers Onion skin Toggle switches or could be accessed by a right-click pop-up menu/ pie menu/ or hotkey binding similar to markers and camera binding.
3. All of the above.

########### The Hard Bits ###########

1. Finding a comfortable size for an artist to use every day.
2. 3D artist will want this with other animated assets, not just the grease pencil. I suggest a 2 part implementation: Grease Pencil than other animated assets as that will require more time and testing. Or it could be kept as just a grease pencil thing.
