Relocate Scene and View Layer
I prefer to have my outliner on the left so i created a script to relocate the scene and the view layer on the left as well. This implemetation is not great though since it moves all the menu. It would be great if the scene and the view layer were part of the outliner and not hard coded to the header.

I see your point with that approach, but I think the Scene/ViewLayer selectors are placed in the header so they stay accessible even when no Outliner in the UI, since they’re essentially top-level elements in the hierarchy (Blender file > Scenes/ViewLayer > etc) that need to be accessible at any time?
Then maybe the header should have a second row ? The top row is the menu that can't be adjusted or relocated, and the second row includes information that can be moved.maybe even the information of the "n" panel could be moved there as well
