Vulkan or CUDA raytracing for nonRTX cards in EEVEE
its in the title, we neeeed this, eevee can be slower without rtx hardware , but it is sure faster than cycles and clean, pleaaaaseeee, i beg youuuuuuuu gods of raytracing, hear my prayers :-D rofl

So you want to turn Eevee into a hybrid renderer a la Blender Internal?
Eevee itself is not a ray tracing render engine. I'm not a render engine developer, but what you're describing sounds like a complete overhaul of how Eevee works.
No, even without an overhaul, we could for example do the following, we could let EEVEE make the image without Rays, and then we could use the cycles engine to shoot rays only for reflections/refractions to the image buffer of EEVEE! And voala, a fast raytraced image.
If I can do it in post, with a simple compositing, then of course this is doable. But of course the advantages of programming it are many, like node coherency, and many more.
I mean, look at Radeon Pro Render, they combine raytracing with a rasterizer buffer. This is what i mean, but in EEVEE.
