Scale the size of the light objects with S key.
We already can scale area lights, so why not allow scaling other light objects as well?
With sun light, the S key would change the Angle.
This would speed up modeling when you don't have to always go into the menus finding the settings.

He's not proposing to actually scale the light. The idea is if a light is selected and the user attempts to scale it, it does something useful.
Exactly. It doesn't have to actually "scale", but just change the value in the light settings that can be understood as "scaling".
There probably is some reason why it is in a way it is, but we don't have to treat Blender like it was some physics lesson. Instead it is a tool that we are using to achieve art.
Actual scaling transform regarding lights is so strange that I don't think this will ever happen. Currently if you make a light the child of another object and you scale the parent, the size of the light doesn't change. Light size is definitely separate from scale transform in Blender for some reason.
