2.8 save startup file issue
I prefere not to use top bar and bottom bar. But even I collapsing them and pressing "save startup file" button, it appear every time of running blender.

You are right, was an old issue. Checked!
Please always download the latest build, test and then report.
2.8 is in Alpha so it changes every day multiple times a day.
Are you sure you're using the latest Blender 2.8? This has been fixed for a while now.
I think it's more a bug report than a feature request.
