Add Frame Count' On/OFF Tickbox to File Output Node and output settings.
The fileoutput node is supposed to handle automated file output, but we have so much more manual work to complete if we're not rendering out a sequence.
Unless you just happen to be rendering an MKV file, and file extension OFF, Blender assumes that frames are always necessary. Single composited images don't need frame numbers unless animation is involved. For every single one of the hundreds of times I need a revision on still images, I waste hours on a weekly basis, of removing '0000' from every image, deleting duplicates, copying files etc.
Script wrangling is not a solid solution. 'Blender is hard to use' when a simple matter of file naming requires a knowledge of python. You can't create the best work when half the team is left behind by the script monkeys. All this really needs;
-A simple tickbox in the main output properties and the file output, for ignoring the frame count for a render.
-Or, maybe assuming that files named with ### are contain frame numbers and files without, don't. (With a setting to toggle this in preferences)
Even if it's a post operation to the naming process, searching for '0000' and removing it, that would drastically improve productivity for rendering images that can't have digits.

This is such a strange feature to be missing! I'm completely baffled by it as well haha.

I'm using python to output automatically named .mov files with like camera and scene name etc, completely strange that even via python you can't not add the frame range there! or are we missing something obvious?
Ahh it's killing me how this only has one like!! How is such a simple but important feature not on the radar of people wanting more control over their render naming?
you can add a "#" to display only frame number, instead '0001' you can have '1'. But if you hardcoded to add custom name as @dfer pointed out, you still have to deal with this extra numbering at the end.
Simple small missing that cause some troubles to some users.
