I miss this feature in Blender, it needs code. Any suggestions?

I think the suggestion should be to improve the API for changing \ drawing to the Blender UI.
This would let you make a rig picker as well as other useful things (complex widgets, panels, custom editors etc.).

I kinda like the idea, but it's more for really advanced rigs. If it can be turned off and work like Jason van Gumster likes (which is the way I prefer it too generally), then it can definitely be useful. Especially if you can turn it off and on as easily as edit mode, but within pose mode. Sometimes, in a dense situation, it's difficult to select the right bones... Make Human MHX2 rigs are an example of an extremely dense, but fantastic rig. The problem generally comes in with how would Blender know what bone does what in what scenario. Rigify's predefined rigs it could know, but rigs from scratch are a whole different thing.
Very interesting idea.

yeah but its pretty bad at least i havent got it to work nicely, though the one i mentioned is cool.
to be honest the best option is this addon by @julienduroure
youtube.com/watch
which you can have a hotkey for and quickly create, change selection sets, that combined with a picker is golden

Personally I don't use pickers, I prefer having the controls sit on the character directly, but there was one project that was iirc supposed to allow all kinds of custom interfaces, the custoom editor. I don't think it is being worked on at the moment.
I personally dislike rigs where the controls aren't right on the character and would not be in favor of encouraging the particular style of rigging that you're describing.
Of course, that's personal taste and not necessarily a strong reason for a feature to be included or excluded... but for some reason I'm compelled to share my opinion on this matter.

@Jason van Gumster:
true, but these two methods live together, I dont think I've seen a place where a picker isnt a MUST have tool just as ANIMATION LAYERS, not that you can't live with out them just tools that makes work 10 times faster if they're well done.

I also don't like Picker Gui's for rigs, but the rig Auto-Rig Pro, which I do like, has this feature built in. blendermarket.com/products/auto-rig-pro
