Blender shortcut should be at the root of Windows Start menu

"Blender" shortcut should not be in a "Blender" folder but directly at the root of Windows Start menu as described in Microsoft recommendations for entries in the Start menu :

"DON'T: Don't create a product folder if your suite contains only a single shortcut. Place your shortcut in the top-level Start folder."
