View Render (CTRL+F11) add a Grease Pencil Layer
I love Ctrl+F11. It would be even more helpful to have a Grease Pencil layer, per frame for edit notations, nested within. Specifically, to be able to sketch up and notate corrections on the View Render function to be recalled at some later date when the edits are to be done within Blender.

Have you checked the blender media viewer? It adds annotation tool to the clip your watching and is able to render out the annotations.

It is not part of any official blender release due the annotations should be connected to the rendered frame somehow. And there isn’t a good industry standard for that yet.
