Windows Independent from Main Window Workspaces
Blender should have the option for secondary windows that are not part of the workspaces of the main window.
With the current functionality, a new window created from the 'Window' menu will change workspace as different workspace tabs (modeling, sculpting, ...) are selected in the main window. Both the arrangement of the editors in the secondary window, and the info or options displayed become part of the workspace.
Example:
Image 1: Layout Workspace in main window, Outliner and Properties editors in the second window, in a given position, Outliner tree not expanded.
Image 2: Switching to the Modeling tab shows the divide between the Outliner and Properties editors shifted over, and the Outliner tree expanded from previous use.
Image 3: Added a Text Editor for notes. Now it needs to be added back to the other workspaces.
Proposed Change: Allow windows to optionally function outside of workspaces.

So what you're asking for is functionally the equivalent of "sticky" windows as seen in OS window managers. The difficulty, however, is that with a tiled window manager like the one in Blender, this is a non-trivial problem to solve.
@Jason van Gumster:
I'm not familiar with Blender's internal workings, but I don't think it would be too hard to do. If you open the preferences window and add some editors, none of the workspace tabs change the window.
