Blender should remember last image format.
Blender should remember the last image format/settings at least for the working session, everytime I try to save a new image it reverts it back to PNG.

When saving an image, the settings match the ones found in the output properties, so just change it there to the format you want and when you save an image again it will remember the settings.
While this is the right answer, I think it would still be nice if Blender saved the image settings separately. The output settings could be set to FFMPEG Video in which case when trying to save a render/still image format gets messed up.
