i don't feel confrtable with the issue illustrated in the next picture
I propose this default for more consistency + adding a preference to switch switch tools region and navigation region anyway .

If you like that layout as default, use it. There's no need to change the default preference for everyone else.
Don't use that menu, just type to search
I don't really understand what you mean by " be consistent with modifier 'shift A' pup-up ". Is it the reading direction? Why would you have any specific GUI on a specific side rather than another? Is that crucial enough to justify a change that will require learning the GUI again?
i talking about child menu that we get starting at the arrows of the menu, get blocked by the end of the screen so it changes position from left to right. see the first updated picture
Understood, but i'm not flipping my entire layout because of the modifier menu.
Then don't go so far right to open that menu and you won't have any trouble:
Any menu you open will change direction if you are too close from the right-screen-edge. Try to press Shift A from the viewport in your proposed layout, it does the same if you get close enough.
The same thing happens in pretty much any other software, even your web browser:
Moving areas around isn't a solution here. And to be honest, is that even a problem that needs to be solved?
