All user preferences should be easily transferrable.

I think quick favorites should be part of keymap somehow. Or at least there should be a nice and easy way of upgrading to newer version of blender without losing all your settings.

The whole export import keymap also seems very old school.

All of this would be redundant if blender actually had an "upgrade to latest" within blender itself and obviously automatically transferred keymap/quick faves/anything

You can just copy the pref folder as it is located in only one easy unique place, pretty simple!

"one easy place" where?

It should be the same for any install:

Path for Config Files

The location of the preference files depend on what device you're using, and how you installed Blender (local, user, or all) Check the manual for more.

Files

Inside the config folder are following preference files:

  • startup.blend : the startup-file you'll see upon launching Blender;
  • userpref.blend : stores preferences you set for Blender
