Adding Sound Modifiers to Adjustment Layers

Currently, adjustment layers in the video sequencer can only modify the visuals under them. And the only method of applying a sound modifier to multiple sound strips is to first join them into a meta strip.

I propose adding the ability to add sound modifiers to adjustment layers to eliminate the need for creating unnecessary meta strips.
