Add same function as RenderSettings.frame_path but for NodeCompositorFileOutputItem

It would be nice to have a function which gives the exact output frame path (according to frame and configured format) used by NodeCompositorFileOutputItem file to generate outputs. We have a similar function on the animation rendering: bpy.types.RenderSettings.frame_path
