Adding action to NLA with no track selected, adds new track with to be added action
When you want to add several actions e.g. for exporting as FBX for UE, you need to add a track, select that track and add (shift + a) the action. If there is no track selected you get an error (see screenshot).
I would like to suggest that if you add an action it will be added with a new track. Does it would break anything?

Sure, but as far as bulk exporting animations, it would be easier if we could just export action data-blocs right away without the need to add them in the NLA. I'd love to be able to just select a bunch of actions in the outliner and be able to right-click > export.
From a point of view of exporting this makes sense. I like the idea to choose from different actions (versions) what to export. On the other hand, if there is no track selected, why am I able to choose from actions. So why not just add a track automaticly, maybe with the name of the action instead of an error message. for me this feels more consistant.
