Tool tip with help and link to manual or .chm file in blender dir
The proposal is to make:
- Tool tip with help and link to manual or .chm
- After hold shift the Tool tip can be longer on front GUI

In menu user can chose that links referring to manual:
- online websites, or
- online pdf file (eg. with link ?page=10), or
- local websites,
- local pdf file (eg. with link ?page=10),
- local manual .chm file
- Each function in blender that have some too ltip can refer to right url, and each new blender version can more easy refer to news, changes

Most things open the manual page when hovering with the mouse and pressing F1
I'm often offline.. but not only me probably, that's why
It's not working for constraints and etc. modificators. docs.blender.org/manual/en/3.3/animation/constraints/transform/copy_rotation.html
Looks time ago .chm file did not survive with idea
