Graph Editor - Proportional Editing Behavior
Sometimes, when using proportional editing in the graph editor, the proportional editing circle visualizer appears in the wrong place, when it should be appearing around the selected keyframes. I don't think that this is a bug, but just an improper visualization.

This looks like a bug to me, and not a feature. Please just report it as bug (in Blender, Help → Report a Bug), and be sure to include a blend file & clear steps to reproduce.
go an post it in blender.chat so the devs see it ;)
Well, for me, this doesn't happen sometimes but instead always. This is a user interface bug.
