Wouldn't it be nice to save multiple custom workspace layouts - rather than just one with 'Save WorkSpace As'

Where would you save it? Into the default .blend file? If it's not in the default .blend file, where would you load this saved workspace from?
This proposal needs much more detail.

Right now there is a blendfile called "Startup.blend" in .config/blender/2.x/config/...
It should be possible to store a folder there that would contain several setups, which you could call from inside blender. Piece of cake, right, Sergei?
