Create hair with Grease Pencil
My proposal comes from this paper which was targeted for VR production:
Research paper: hal.archives-ouvertes.fr/hal-02265931/document
So basically the idea is to have "hair brushes" (can be used for sculpt mode or Grease Pencil" but I would think to have the same technology so special brushes like that can be used for more cases than hair.
It looks pretty good so far.
