Top Bar no longer hideable, while Tool Settings are

Some time during the month of February, a feature was introduced in the 2.8 nightlies to be able to hide the Top Bar, while keeping the tool settings visible. Now, with the releases in March, that feature is gone. Why should this be? I have a small screen and could make use of those extra pixels, while I switch workspaces via pie menu, and so the top bar really isn't necessary to me that often. Maybe they could be individually toggleable for people who need one/the other/or both? (Side-by-Side with Februrary 28 build on left, and March 23rd release on right. In both pictures, I've tried to hide the top bar by dragging up on the Tool Settings Bar Kitty didn't wanna move for the photo, so there she is.)
