Does the VSE user base frequently uses that specific function? I'm not sure.
But for the users who do need it often, it only takes two clicks to make their own shortcut or add it to their favorites' menu.
Blender's keymap have been heavily cut down back in 2.80 because it was overly crowded, had no room for user customization, and lead to quite a few shortcuts requiring to hold down three modifier keys at the same time. I think it's a good thing to be cautious when populating the default keymap for everyone.

Set Preview Range to Selection already has a shortcut in the NLA, which the VSE should also get, if not for anything else then for consistency. There is no good reason for Set Frame Range to Strips to not have a similar 3 key shortcut, other than the attention is elsewhere.
