Blender should ship with some pre-set render settings. Ideally calculated during a mini-benchmark as part of the installation/setup routine.

Blender should come with some pre-defined render settings, eg "draft", "good" , "final", and "custom". People could then use the presets depending on their hardware / desired output.

Even more ideally, the Blender installation program could run a short (1 to 2 minute) mini-benchmark and set those defaults based on the users' hardware.

Alternatively if not at installation time, then an "automatic configuration" tool could be run to set those defaults intelligently, based on the installed hardware.

Wouldn't mind presets that can be customised by the user as a first step.

Max samples, noise threshold, denoise isn't something that could be determined by the hardware setup, rather the scene, objects and settings used in materials, lights, etc. Depending on the style you want to achieve it becomes very subjective which settings are optimal for a scene.

It would be difficult for Blender to determine the users intention with the scene unless the style could be extracted by an LLM with vision capabilities to determine the style by interpreting the image and converting it to render setting, object materials, lighting, etc. Requiring a white paper in itself.
