Delayed modifiers on project load option

Idea: Add an option in settings making modifiers apply slower on project load e.g. by making them apply to objects that were selected by user after load. While slowing down the process might sound dumb, it might be helpful to some people with slower PCs.

Problem: I haven't seen the code of blender itself, and since I'm no programmer myself I'm not sure if this is how it works specifcally, but my guess is that modifiers are applied simultaneously to all meshes in the project when opening it. I checked it with 2 modifier and object count heavy projects on 3 PCs and different scenarios (only Blender, Blender + Spotify from Chrome, Blender + YouTube video on 2nd monitor). Blender had crashed on all 3 of those when there was video and on only 1 (with slowest CPU) with only music in background. During an attempt of loading a project all cores were working at 100% (according to Windows task manager graphs), and systems froze until successful load or crash. None of those are very strong machines (intel i5 8th gen + recent GPU, i5 7th gen + dedicated laptop GPU and i3 8th gen + iGPU), but it might represent some users performance.

Background: Im a type of person who loves to leave every modifier unapplied in case I would need to come back and change something in pre-modifier mesh. The problem is that as experience grows, the scale of the projects complexity also escalates, but not the performance budget.
