Time Delay Setting for Tooltips

I find the Tool Tip a bit distracting as it often comes up when I'm browsing menu items, and it obscures the view.

On the other hand, I find the Tooltips often useful and don't want to disable it fully.

For me, the perfect solution would be a preference for the delay time how long it takes Tooltips to show up. If I could make it a bit longer, then the unwanted opening of the tooltips would be reduced significantly.

I regularly take screencaps and record GIFs when helping users in discord servers and forums. For this purpose the delay would be also useful, as Tooltips sometimes cover useful information. Sometimes I need to disable Tooltips to take certain screenshot etc. With longer delay, this wouldn't be necessary.
