Even free web applications can do 3D with presets
Can´t hardly wait for Blender to catch up with the material/preset library. Look at these guys from vectary.com and there are a lot of websites that include (no multi-rainbow-colored-icons) which is good, and they only use simple 1 or at most 2 colored icons (good for Blender now). So, yeah. Amazing library materials. Huge reference for UI.

So, what is the proposal?
There doesn't seem to be an actual proposal here. What are you proposing to be added to Blender?
@Jason van Gumster: Preset library a la MODO, Unity o like web apps like this one.
@3dcinetv: In which case, I would recommend that you start building that library as part of your proposal. Then most of the work is done. All you'd need then would be a developer to give you a cleaner interface than the current append workflow.
@Jason van Gumster: that´s why we -all of the users in the community are expecting all the new api calls to be implemented. (winks and smiles).
@3dcinetv: To be fair, I don't think most of the community is waiting on an API. I think they actually want someone else to make a library for them. I say folks should go ahead and get started on that .
Those were the light/environment presets working together. Outstanding.
