Simple COPY/PASTING in the Materials tab: why the eff not?

Is there some compelling reason one cannot simply COPY/PASTE Materials in Grease Pencil Materials tab?

Since I see a ghosted "Copy To Selected" under the Specials button (but was not able to actually copy to another Material) I suppose there's, as is tradition, some stupidly convoluted approach to copying a material, instead of what the rest of the world has expected to do since 1984: RMB, copy, and paste.

To the aliens at blender.org , this is a reasonable approach: Select a Material. RClick to see a context menu with COPY. Click in a blank area. RClick to see PASTE in the context menu. PASTE.

Do whatever behind the scenes data-block voodoo that's required, and don't complain when people say your software is hard to use.
