Notify upvoters when a proposal gets implemented

Right now, if you upvote a proposal but don't add a comment to it, you won't be notified of anything regarding it.

When a rightclickselect proposal gets implemented in blender (which has happened many times by now) or an add-on that does the job gets created and mentioned in a comment, it would be pretty useful if all the people who upvoted for this idea got notified of it, since they're the most interested in that new feature.

The way I'd see it implemented would be a button next to every comment to "Accept as a solution", like you would see on a Discourse forum or stackexchange post. The only people able to click it would be the OP or an admin.

Once the button would be pressed, those who upvoted for the idea would get a notification on their bell.

it would be nice to get badges for each of your proposed features that in the end get to trunk!

@Luciano Muñoz: it seems most of the times the core developers planned to implement the feature before it had a proposal. I think the badges should mostly go to those who develop solutions, be it in master or as third party add-ons or builds. Posting good and pertinent proposals can be rewarded too but we'd need to ensure the OP is the one who originated the idea.

At this point, I'd just like to have a way to more clearly link a proposal to a design task in the tracker. Notifications would be icing on the cake as far as I'm concerned.

Would you believe it, I used the very feature described here to indicate it has been implemented.
