Intro
Every time you open blender an animation plays. Like a intro with sound. It could be turned off in the properties. There could be blender logo there. I think it would be cool and make turning blender on much more fun.

Blender foundation went all the way to refuse to put the blender logo during the loading phase when you start blender. The idea was : "blender should open as fast as possible, so you shouldn't have the time to see the logo anyway".
So for an animation.... ^^'
I think they added the possibility to customize the splash screen though.... (I believe it was a demand from SONY... don't quote me here)
My first thought is that this is unnecessary, but then I figured, why not? Instead of a static splash screen, it could be a very short (like 1-2 second) animation. (I certainly wouldn't want it anywhere other than the splash screen, though.)
In third thought you would think it was cool the first time but now i don't want it anymore and I could easily see an intro tutorial on youtube.
