multiple operations assigned to same shortcut opens pie menu showing them all
At the moment blender only allows one operation per shortcut key, which makes it a nightmare to avoid accidentally overwriting existing shortcuts.
I suggest that when assigning the same shortcut to multiple operations, when pressing the shortcut, a pie menu or standard menu opens up to show all operations assigned to that key.
Not only would this remove the need to plough through the keymap preferences to avoid accidentally overwriting shortcuts, but would also reduce how many shortcuts you need to remember.
The pie menu should also be context sensitive, so that it only shows operations that can actually be used in the current context (edit mode, sculpt mode, object mode, etc)
And because pie menus have swipe action to select a pie options without clicking them, it should be equally as fast as just pressing the shortcut without the pie.

Let's back up a moment: you've led by saying "At the moment blender only allows one operation per shortcut key."
This isn't true. A single key on the keyboard can be assigned to more than one operation in Blender.
So it's not clear to me if your overall goal is:
God knows I don't want a pie menu popping up every time I press 1.
Try assigning two operations to the same key, then press it and tell me if both operations executed or just one of them. Then tell me if it's possible to assign two operations to one key 😜
Oh, and to state the obvious, the popup menu would only trigger if there are two operators assigned to the same key when in the same context. I'm not suggesting you press J in edit mode to be met with a popup menu giving you the option to do a join in the motion tracker 🙂
Could all be avoided if blender simply warned of a conflict, so the user could choose to reassign the key command or not.
kinda not the point i think
yeah, not the point. This is to make it possible to reduce the number of shortcuts people need to remember, and remove the possibility of conflicts.
Kinda like the idea but I wonder how it would work in practice.
How would it handle the case where someone just wants to assign a shortcut to one specific thing no matter if something else is already on that key? Should it show a popup proposing to either override the key or make a pie ? If someone had made a pie but mistakenly overrides it when assigning a new key, should there be a way to undo that?
How would the elements be sorted in the pie menu ?
in the pie menu you'd right click on the one you don't want in there, and click remove shortcut, or change shortcut.
Sorting would be alphabetical, but perhaps it would be possible to drag them interactively when the pie menu is open.
