Radial lattice is needed for precise deformation of circular objects.
Mesh deform modifier may be used to deform circular/cylindrical/spherical objects but it is slow at first and does not deform precisely the captive objects at second. Therefore a radial lattice may be very useful to deform such objects.
It is possible to create a deformed radial lattice programmatically (lattice.data.points[].co_deform), but since the original coordinates of the lattice read only in bpy (lattice.data.points[].co), it is not possible to create radial lattice.
To achieve this aim the following link may be inspiring: github.com/mathLab/PyGeM

Can't you do this with a curve deform?
Just do this in geometry nodes
