In 3.4 dragged strips will be inserted at mouse cursor position, unless you drop into the preview and the strip will be inserted at playhead position.
Or you can drag and drop where you move your cursor with a dimmed preview where in the timeline it would be placed. And the dragged cursor snaps to the playhead
it works like this in the Premiere Pro
