keep popups until clicked

Often a user is moving the mouse when a popup menu is invoked with:

bpy.context.window_manager.popup_menu(draw, title = title, icon = icon)

If the mouse is moving, the popup disappears before having chance to read it. If addons are using this to relay important information to the user this can be very problematic.

would be good to have an argument for it stay open until clicked (without locking the UI), or have a minimum time it displays if no click (so even if the mouse is moving it stays for the min time). minimum is better than maximum, in case the message is long.

bpy.context.window_manager.popup_menu(draw, title = title, icon = icon, close_on_click = False, min_open = 3)
