2d scale cage for orthographic view

Currently "scale cage" tool dont work on single axis when we are in orthographic view but it is more convenient if it work like other 2d graphics software. see the image, Currently if i want to scale in Z direction only with cage tool it is also scaling in Y direction which i don't want to, the whole purpose of orthographic view is to work in 2d.
