Note that the blender core is never allowed to create a network connection without the user permission. This is for privacy and security reasons.

I suppose it means being able to use a picture file's URL when browsing for a background image object's texture
Though, I guess being able to fetch an online file could be a feature for any kind of file. I can see this being pretty usefull when instead of having to manually download pictures, putting them somewhere and then browsing for them from Blender, you could instead just paste the picture URL and have Blender automatically download it (why not either on a subfolder along the open blend file or otherwise in the default tmp folder). It could also work for text files, python files, video files, ...
I could see this being extended to work also from the image/clip editors without the need to even click the
Open
button: paste an image, file path or URL from your clipboard while your cursor is on such editor and have it automatically download it if on the web and open it there.
