Outliner rearrangin items.
When setting the outliner to non alphabetical mode, users should be able to re-arrange the order of the items in the outliner. At the moment this is not currently possible.

yes, you should be able to drag and re-arrange things in any order you want. Sometimes things have a mental order in your head which has nothing to do with the structure of the scene, and you want to see this order in the outliner.
it's a shitty work around, but I've taken to adding numbers to the front of collections and objects to arrange then as I need.
Ah-ha, nice, i use that trick a lot in my day job, but it never occurred to me as a workaround for this!
Collections can be dragged to be sorted manually, it's just objects and bones that can't.
