grease pencil issue
When a Grease Pencil object overlaps with a mesh object, and the mesh material is set to a transparent blend mode, the mesh appears to ignore depth and is rendered behind the Grease Pencil object.
As a result, the expected depth relationship is lost, and correct alpha compositing between Grease Pencil and mesh objects becomes impossible. Even when adjusting the mesh material’s alpha value, depth ordering is not preserved.
It would be very helpful if depth testing could be maintained for mesh objects using transparent materials when they interact with Grease Pencil.
Alternatively, if a “Grease Pencil Text”–like feature were available, it could greatly expand Blender’s potential as a tool for infographics and Flash-style 2D animation authoring, where precise layering and transparency control are essential.

For the first part Why don't you just report that as a bug? Devs would actually see it.
And As for the second part, i'm not sure what's being asked for Feature request wise.
Go to Help in blender and click report as bug
