Notes while mousing over blend file icons

They're actually called comments; other programs let you do it. Like if you mouse over a .jpg for example a little yellow box comes up telling you the file type, dimensions, and size; well some programs allow you to go into the file properties and add comments in there. I always have a small note sitting on my desk for the current thing I'm working on, would great to be able to have them come up when I mouse over a blend file. Could be a to do list; when it's finished it could be a list of models in the file, so I don't have to open it to see if I already have something, or spend a tone of time making a library of items.
