Grease Pencil Palette Material Swatches & Import/Export

Switching Materials to draw with is somewhat lacking intuitive UI.

Proposition is to have material swatches listed under (T) panel since it's used frequently.

It can also be an addition as a pie menu in future prospect.

As per import/export functionality the most likeable candidate is under drop down menu beneath +/- sign. <img src=' i.postimg.cc/QN7qd7NS/pal-3.gif' border='0' alt='pal-3'/>

Pros: Saves time & ease of use, has universal leverage in building palette libraries for personal & professional productions.
