Keep the selection tool uniform in different modes

Can Blender keep the selection tool uniform when converting different modes? Or can Blender record the form of the selection tool in different modes? This is a little unpleasant to use. Re-set each time when Blender reopen.

And the ability to assign hotkeys ones for all modes would be nice too

Agreed - THIS is annoying as all get-out. It would be nice if there was a preference setting, or, if you set it one way in one mode, it stayed consistent unless you changed it.
