Sync Zoom/Pan Option support, also for manually set 3D Viewport Editor Areas

Hi, folks.

Quad View is a great concept; althought currently it is a bit too stiff, regarding manipulation of the Areas.

Unfortunately, the Areas preset it offers, as being stiff (non-adjustable), is not always sufficient, especially I guess in the case of having lower Resolution equipment).

Thus, sometimes, when making 2D Model Sheet, doing Technical Drawing, and other analytic tasks, we want to set up larger, custom Areas on our own: sometimes just a Front View + Side View, sometimes Front View + Side View + Top View, but within our preferences and actual needs, etc.

But then comes ANOTHER Blender 'vanilla' problem, and this is what I'd like to propose: Quad View has this fundamental feature "Zoom/Pan Sync" Option. So, what if we could have this same feature, for custom 3D Viewport Editor Areas employing Orthographic Viewports? I can conceive like an individual "Zoom/Pan Sync" Checkbox, for each different 3D Viewport Editor Area: in the Sidebar Region > View Panel (?); so that it would Sync every Viewport which is getting that Option Enabled as well (sounds logical), provide their are on Orthographic View. Then, we can sort of set up a pseudo, custom Quad View, with the Zoom/Pan Sync behavior at will, in vanilla Blender.

Another, secondary request, would be just to make Quad View Areas adjustable in someway. That would be great too!

This is the Quad View original feature:

And here is where I finally recovered the information that this fundamental feature exists for Quad View:

this would be nice, making it accessible by shortcut too would be great so you don't need to toggle it whenever you want to move one at a time
